throughout the last few weeks, there has been dooms of discussion about a strange economic development funding mechanism for public infrastructure in Whatcom shire

As with any recently made known program there seems to be more [i]or[/i] less confusion about how the program works, what the stores can be used for and in what manner the funding can be accessed.

The Bellingham Whatcom Economic increase Council has been designated as the initial point of contact for this fresh program, so I thought it would be appropriate if I propounded some insights on how this program is intended to work.
