Krashen, s (1996). Under attack: The case against bilingual education. Culver City, CA: Language Education Associates, pp108

In February 1995 Eugene Garcia, then Director of the Office of Bilingual Education and Minority Languages Affairs, U Department of Education, proclaimed to an enthusiastic audience of language minority educators that the debate above bilingual education was closed. trains he maintained, must value the languages and cultivations of the students who walk within their doors. (see Author's Note)

In view of a growing corpse of research supporting the crucial part of a child's primary language (LI) and refinement (Cl) in the instructional proces Garcia's declaration strike one as beings well founded. It did not, however, silence the principally vocal critics of bilingual education, nor did it extreme point the debate that continues in communities over the United States as educators, politicians and parents strive with how to meet the academic stand in want ofs of an increasingly diverse scholar body. The opposition continues to publish articles and volumes proclaiming without reservation that bilingual education is "a failed path." enemys insist that language assistance programs shift to approaches like Structur English Immersion (SEI) that make little or no use of a child's native tongue. (Chavez, 1996)

Krashen recurs to this politically charged debate with his latest, most numerous comprehensive and effective counter points defending bilingual education. beneath Attack: The Case Against Bilingual Education examines arguments for and against bilingual programs with the typical thoroughness and reasoned logic that readers of Krashen have arise to expect. However, unlike near of his earlier works that targeted a more academic audience (1987) the broader public of parents, teachers and make anxioused community members will find this main division accessible, interesting, and convincing (much like his last united The Power of Reading).

The author combines previously published articles with recently made known research to answer the critics point on point, study by study, while also reviewing theories of language acquisition and improvement (without which arguments for bilingual education frequently appear counter-intuitive). In chapter individual "The Case for Bilingual Education" he begins by dint of reminding us that "We acquire language at understanding messages, by obtaining comprehensible input" (p 3) Native language instruction provides pupils with two essentials otherwise not guaranteed: 1) subdue matter knowledge delivered in a comprehensible fashion, and 2) primary literacy support which transfers to the next to the first language.

As Krashen reviews the evidence for his assertions, he frequently includes brief scenarios of limited English proficient (LEP) bookish mans to illustrate his points. For example, a LEP pupil with a good academic background in the primary language and math would, logically, learns more math and acquires more English in a mainstream math class taught in English than a more poorly prepared LEP pupil The example is self-evident, and this is precisely for what cause or reason it is a powerful argument.

Krashen provides us with examples and arguments to address the critics within our hold communities. "The Paris Argument" is a simple analogy to explain a entangled theory. If you were taking a piece of work in Paris, wouldn't it be helpful if your modern company sent you important information in your language prior to your arrival to assist with your adjustment to French society? If your answer is ye Krashen says, you essentially agree with the philosophy underlying bilingual education. the same of the functions of upright bilingual programs is to provide important contentment information to students in their language, facilitating comprehension.

In chapter brace the author presents the "Eastman plan," a practical, gradual exit archetype for bilingual education which addresses pupil language and content area wants Since bilingual staffing requirements are kept at a minimum, the plan also addresses the criticism that staffing shortages create an insurmountable obstacle to effective programs. The Eastman plan maximizes the use of the generally limited pool of bilingual certified and non-certified staff while encouraging important program parts for properly trained non bilinguals as English as a secondary Language (ESL) and sheltered English contented area instructors. It is a gradual exit standard because it recognizes the ne to achieve Cummins' higher primary language door allowing students to "reap the cognitive benefits of bilingualism" (p 1)

Krashen makes several more key-note points in this chapter. First, where a formal LI program is not possible, a modified Eastman plan can be utilized with greater succes than traditional pull-out ESL particularly when LI literacy exhibition is encouraged within the place of abode Second, paraprofessionals who are bilingual are frequently given the task of drilling English grammar lectures thus squandering the real benefits they could give the children they serve (i.e., LI pre-teaching of easy in mind area concepts and LI literacy development) This frequent misuse of bilingual aides also increases the perception, partially real that we have a critical shortage of bilingual staff.
