Throughout the last year we have been describing the evolution of the of the present day CASB program and monitoring the national constituents of education reform. While CASB has been developing and piloting module the CICA Qualifications Committee has been building a national consensus onward the move to competency-based evaluation, the exhibition of a curriculum core plus approach, and the establishment of articulating criteria for practical experience. Although CASB and the Western Provincial Institutes (PICAs) are ready to convenient the original, nationally-set target implementation dates, the couple have agreed to make 2002 a transitional year.

Although it is not our first choice, designating 2002 as a transition year-both in seasons of the final evaluation and the implementation of Module 7 and 8-is reasonable and consistent with the fair treatment of our instant students. While the national CICA Implementation Plan for 2002 and succeeding years still requires some clarification, because it is now generally in place, I want to make confident all members are aware of its intentions for 2002

2001 is the last year in which the UFE will be written. The National Uniform Evaluation (UE) will then replace the UFE as the national exam that all CAs must pass, and will mark a degree on the road to competency-- based evaluation. The plan for the 2002 UE is a transitional three-day evaluation, compos of a comprehensive case and integrated multi-subject questions. CASB observers having followed an integrated learning curriculum, will be well prepared for these prototypes of questions. The lack of single-- make liable and multiple-choice questions will eliminate the ne for greatest in quantity memorization. The evaluation process will continue to be syllabus-based and point-marked as in the past, on the other hand students will be permitted access to the CICA Handbook and Tax Act during the exam.



In order to proffer fair treatment to students who write the 2002 UE as their next to the first or third attempt, CASB will render certain that there's an optional preparatory course available for them. We are confident that their previous experiences will prepare them well for a syllabus-based, point-marked exam.

CASB is completely committed to ensuring that scholars be fully prepared to write the national evaluation. To accommodate the instant transition, CASB will custom-- design a program for September 2002 that will make sure candidates are prepared for the 2002 evaluation proces

CASB believes that the module and the transition preparatory program will be more than sufficient to make secure that candidates are prepared to suitable the evaluation expectations. Activities designed to build the personal confidence flats of students will be incorporated into the CASB program, and employer will be asked to use their in-office experience with the bookish mans to reinforce student competency.

In 2003 the CICA Plan calls for a really competency-based UE. The exam will be based upon the competency map, globally marked, and open-book (with microcomputers, if feasible). Additional incremental changes to the exam may tread in the steps of in subsequent years. However, we are confident that 2003 will be, substantially, competency-based, and that the modern CASB program leading to the 2003 UE will be largely implemented, including the regularly scheduled Module 6

The fact that Module 7 and 8 provide an opportunity to explore areas of interest is a significant, positive, and attractive simple body of the CASE program. CASB will be continuing its disentanglement schedule for these Modules, and the first versions should be available for scholars and others by the Fall/Winter of 2002 or early 2003 bookish mans who write in 2002 still do not take Modules 7 and 8 will have the opportunity to participate in these Module at a later date, if they likewise choose.

As every provincial CA education program has been adjusting to accommodate the changes in professional accountancy education and evaluation, bookish mans across the country have been faced with uncertainty: CASB and the PICAs are committed to ensuring that the transition goe soothingly Despite the inherent difficulties, consultations are ongoing, and national consensus is terminate We are confident that the transition propos for 2002 will treat all scholars fairly and will ensure national reciprocity.
