JobWave: A P3 Case application of ...JobWave: A P3 Case application of mind To find out if and for what cause a P3 works, we spoke to strike Skene, FCA, the Senior VP of Business disclosure and CFO of WCG International Inc. WCG an profession company involved in consulting and contracting with the guidance runs JobWave-currently one of the not many P3s in BC's government services sector. "WCG was created in 1994 to confer to small businesses in BC-specifically to address their ne to attract and retain employees" says Skene Skene himself had take pleasure ined a successful career in the computer technologies field before retiring in 2000 After serving as an advisor to WCG's sink Skene left retirement to work with WCG full-time. "I really have fruition of the work," he says. "Most direction program work is one-sided; it deals with the role who's looking for a work at jobs but nobody has been working with the potential employer WCG took a different approach to human resources by dint of factoring in the supply of piece of work seekers as well as the demand side of business." Since its inception, WCG has partnered with the BC Chamber of communication and local chambers throughout the province. While seeking "demand," WCG realised the BC government's social assistance program tendered a large pool of potential work at jobs candidates, and began contracting with the restraint matching employees to employers. As these contracts became increasingly large, JobWave was born. JobWave became an operating division of WCG in July of 2000 after the provincial guidance created its Job Partnership Program in 2000 "With JobWave, we find work at jobss and assess employers' needs, then jaculate two to three screened and qualified candidates to each interview who we think are well suited to the employer's needs" explains Skene "By doing with equal reason we spare the employer the proces of advertising and weeding from one side numerous applicants. We essentially become that employer's HR department at no charge." JobWave differed from any of WCG's previous contracts according to virtue of being totally performance-based. It meant that WCG had committed itself to taking in succession the program's financial risks. "We're alone paid for each individual who's placed in a job" Skene explains. The payment, a portion of the command savings generated, is spread from one side of to the other a period of 19 month "Studies point out that if you get someone not on of social assistance for 18 month there's alone a 5% chance they'll proceed back on it," Skene says. "We deal with large enough numbers of cases to conceal the costs of both the happy and non-successful candidates," he continues. "But we do have a great succes rate." Creating partnerships As part of its contract, WCG had to operate JobWave everywhere BC-in nine regions to be exact. It was more than the company could afford upon its own, having committed itself to investing a portion of money in technology and staffing, in the same manner WCG sought out partners. "WCG was interested in developing a workable proces from finding partners in the private sector and the conduct sector," says Skene. "When we started out" says Skene "it made sensation to look for contractors who were the 'best in class,' like the Salvation Army in Surrey "We met about resistance when we first approached tribe with JobWave," Skene admits. "Anytime you do something newand creating P3 in the services sector is new-there's resistance. persons don't always understand what you're doing and may consider you a threat to the status quo thus a whole process of education and communication has to happen." WCG now contracts with from one side of to the other 40 regional Chambers of sexual throughout BC (representing over 30000 businesses). JobWave is delivered at regional teams of career coaches and business representatives who work with the BC Ministry of Human Resources and more than 30 Community Placement Partners. Every referral is assigned a career coach for at least 90 days. These coaches measure each candidates employability. If a coach determines that a candidate isn't ready, they'll emit them back to the regulation with recommendations for more training or coursework. Of the prosperous candidates, 35% have no high exercise diploma; 35% are high teach graduates; and 30% are university educated. "JobWave has a broad appeal because it doesnt automatically weed someone without for lack of education," says Skene "The program recognizes the merits of life skills just as it does academic credits." WCG operates JobWave middles (JobStores) in Victoria, Nanaimo, Vancouver, Surrey and Kelowna to better attend these communities. "These centres differ from regular calling centres by promoting an 'upbeat' attitude," says Skene "Part of what's involved in placing candidates is helping to build up their self-esteem" This holistic approach also includes follow-up JobWave's "Customer Loyalty Team" dissipates more than 19 months monitoring each piece of work placement from both the employee and the employee perspectives. "This support is crucial in ensuring participant succes and achieving program objectives," says Skene The follow-up also helps to accurately assess the program's succes rate. |
