The Honorary CA designation is awarded to non-CAs who've made significant contributions to the CA profession. Having last bestowed the honour forward Leslie G. Cliff in 2001 the Institute is delighted to introduce its mostly recent designees: Frank Borowicz, QC and Dr Roger N Wolff

Frank Borowicz, QC

Frank Borowicz has l the legal team of Davis & Company, the Institute's legal instruction for over 25 years, and during this period he has helped the Institute achieve many legal milestones.

An acknowledged leader in the fields of regulatory law and conflict management, Frank provided leadership in the exhibition of the Professional Conduct Enquiry and Practice Review & Licensing Committees. forward many occasions, he also acted as consultation to panels of the Discipline Tribunal and its predecessor, the Standards Appeal Board. In addition to assisting with major revisions to the Institute's bylaws, Frank and his firm shepherded the Institute by the agency of two major overhauls of the CA Act-the first carried not at home in the early 1990s and the inferior completed only recently. As Frank explains, these legislative changes were necessary "to mirror the modern world in the Institute's approach to protecting the public interest, while still retaining its primacy in self-regulation and standard-setting."

The dispute resolution way s Frank introduced to the ICABC were designed to suit the penurys of BC CA members, and many-if not most-have been adopted by means of institutes across Canada. Frank says he has always been impressed with the BC leadership's commitment "to act with compassion in regard to complaints involving members, to prosecute innovative methods to find appropriate solutions, and to contain take away froms and avoid prolonged litigation, yet to never compromise the integrity of the designation or avoid tough decisions."



Frank is the head of his firm's Integrated Preventative Law Practice cluster and has over 25 years experience in the area of professional regulation and discipline. Educated at Harvard Law sect Dalhousie Law School, and Loyola of Montreal, he was a professor of contract and administrative law at the University of Windsor and the University of Victoria prior to joining Davis & Company in 1979

In addition to his longstanding character as legal advisor to the Institute, Frank personates and advises many professional organizations and has been exceedingly active in service to the legal community. He is the in every one's mouth president of the BC Association of Attorney Mediators and a charter member of the Arbitrators' Association of BC He is also Honorary Consul of the Republic of Sri Lanka for Alberta and BC a director of the Canada-China Child Health Foundation, and vice-chair of the Vancouver Board of Trade and World Trade Centre

"It has always been a privilege to be subservient to the Institute and its members," Frank says, "and I know well to what extent chartered accountants cherish their professional designation. To be considered worthy of it is an honour that has no equal. I am completely overwhelmed."

Business educator Roger Wolff has forged a lengthy association with CAs-both in Ontario and BC

It all started in Ontario, where the Edmonton native began teaching with the University of Toronto in 1969 (he'd complet his bachelor of science and MBA measures at the University of Alberta and his doctorate at Indiana University in Bloommgton, Indiana). Roger went onward to serve as dean of the U of T's Faculty of Management from 1985 to 1992

In 1995 he chaired a committee struck according to the Ontario Attorney General's office to examine the regulation and standards of the province's accounting profession. In what became known as " The Wolff Report," Roger and his colleagues approveed that the CA Uniform Final Examination (as it was then known) become the single often met with evaluation standard for Ontario's accountants. During the research phase of the committee's work, he travelled across Canada to appropriate with leaders and educators at all of the CA institutes, as well as with their counterparts in the CGA and CMA professions.

Roger says his work upon this committee allowed him to "become something of an experienced person in accounting regulations at the time" and helped him gain a unique understanding of the complexities of professional accounting education.

In addition to authoring The WolffReport, Roger worked closely with the Institute of CAs of Ontario from one side the University of Toronto's MBA professional accounting program, which linked the CA course of application of mind with the school's MBA program.

Then came the determine to BC, where Roger serv as dean of the Faculty of Business at the University of Victoria from 1996 to 2002 It was in BC that he first began serving upon the board of directors of the CA academy of Business (CASB) in 2000 Now individual of its longest serving members, Roger is generally in his second term as a member of the CASB board, and says he be delighted withs the opportunity it gives him to proffer a fresh perspective as a business educator from outside the CA profession.

"I am forcibly committed to education, of course, and I believe the CAs have done many things right," he proffers "CASB is a private entity, and it's been real interesting to be part of its launch. It's working excessively well."
