The provincial government's Finance...

The provincial government's Finance and direction Services Committee travelled to 17 communities across BC this fall to seek counsel with British Columbians on the 2005 BC store CAs had a significant appearance at the meetings, making presentations in Cranbrook, Duncan, Kelowna, Langley, Nanaimo, and Prince Rupert

In Cranbrook, BDO Dunwoody LLP's Cindy Popescul CA, spoke about sales tax harmonization. Popescul told the committee: "A harmonized tax would eliminate significant compliance take away froms to small businesses, in that undivided set of legislation would apply."

Popescul also spoke about probate feuds informing the committee that BC's are among the highest in Canada. She commended that the fee be capped at a maximum amount to obstruct it from being seen as a hidden tax.

Dan Little, CA, of Hayes Stewart Little & Co spoke to the committee in Duncan, telling MLAs that tax wounds have had an important influence forward business and human capital. "There is no doubt that competitive factors including business and personal tax rates, the regulatory environment, and the fiscal position of the province all contribute to economic growth" he said. "I would like to extol the BC government for its commitment to a more competitive business climate, and most numerous notably, to fiscal responsibility and transparency."



Speaking in Kelowna, Grant Thornton LLP's Jim Mills, FCA, highlighted the ne for the BC management to focus on building innovation and a highly trained workforce. "Specifically, we're recommending a continued focus forward innovation and R&D through targeted tax cuts" Mills said. "We're also looking for a sustained commitment to increasing the skills and education of all British Columbians."

At the consultation meeting in Langley, Richard Ree FCA, spoke forward behalf of the Institute, congratulating the management on having balanced its works but also recommending a long-term transgression management plan. "We believe it is reasonable to abridge the taxpayer-supported debt-to-GDP ratio to 10% within the nearest decade," he said. "To do for a like reason will require a plan with realistic and measurable targets, and a commitment to chase these targets."

Rees also encouraged the command to continue budgeting adequate contingency permanent funds and to automatically apply any unused portion of the contingency permanent funds to the debt.

"Reducing our liability will also free up circulating medium that is currently spent onward debt-servicing for priority areas like as health care, education, and transportation," he said.

ICABC President Barb Carle-Thiesson, FCA, addressed the committee in Nanaimo, where she said the following: "...the command needs to look at the small business tax start which is currently set at $300000 In Alberta and Ontario this doorsill is $400,000. I believe that this small business gate should be raised to the same plain as Alberta and Ontario in order to help our small businesses extend and prosper."

Carle-Thiesson also told the committee that business confidence has improved in the province thanks to competitive tax rates and a balanced budget

In Prince Rupert not divisible by 2 Eidsvik, FCA, of Eidsvik & Associates, told the committee that he was pleased to view a balanced budget and more transparent financial reporting. "We're pleased to diocese the government adopt GAAP accounting in the works of the government, because those financial statements will be more reliable and will near a more accurate picture of the conduct finances," he said. "The investors and anybody besides who looks at them in British Columbia will understand that."

Update: Committee recommendations

On November 15 the Finance and control Services Committee released its report onward the 2005 budget consultation proces and it's clear that the presentations made at CAs had an impact. For example, the report stated: "Several presenter representing chartered accountants and small businesses pointed abroad that currently BC is at a disadvantage, compared to other jurisdictions, particularly in regard to the small business threshold" In addition, the committee attract favor toed that the government develop a offence management plan, something the ICABC has been recommending for many years.

The Committee also urg the restraint to:

* Continue with its fiscal plan to

(a) provide balanced rolls and

(b) ensure that forecast allowances remain in coming events budgets to deal specifically with abrupt and unanticipated changes in income streams;

* Promote a skills training prototype in high schools to encourage apprenticeship programs and other skills-based opportunities;

* Build up the capacity of society s and other training institutions to provide more skills and technical training opportunities;

* Continue to consider further reductions in the provincial sales tax and actions a review of existing sales tax exemptions; and

* Consider raising the small business tax and surtax doorsills for passenger vehicles and increasing the characteristic transfer tax exemption.
