As insurers continue to exit the Medicare+Choice program, the federal control is being urged by the industry to make the program more financially palatable.

"Certainly, there is a crisis that emergencys to be addressed," said Susan Pisano, a spokeswoman for the American Association of Health Plans, an industry trade cluster "There's a flaw in the program that no individual intended. It needs to be fixed."
